Reading recovery has been removed from schools board wide in Ontario and replaced with 'Empower' reading. The program was developed by the Learning Disabilities Research Program (LDRP) at Sick Kids Hospital.
The differentiating factor is working in small groups opposed to working one on one with students. The program is intended for culturally and linguistically diverse learners (CLD), who are learning English and students below grade level in reading. In addition, it has been found to be effective for students with Dyslexia.
The problem with reading recovery is that it utilized 'cueing systems', levelled readers and is not backed by educational research. Whereas Empower covers 'five decoding strategies', as pre-skills to later engage in a variety of learning activities.
